Depends on what you are looking for. Certain hardware can tell you the power draw because they have a built-in ammeter inside their ICs, ie. videocard, mono, etc. If you have them you can see what how much DC power those components are consuming. Fans, HDDs would not be factored in. If your hardware doesnt offer this feature, you're SOL and the only solution is to buy a kill-a-watt

For true power draw, which factors in PSU loss and every single item down to the last LED, you'd want a kill-a-watt that measures AC power being pulled by your PC.
