You'll probably want to still hire someone to do that for you or at least spend a good amount of time learning how to properly do it (Google "ppc guide" or something). Doing this without any knowledge will probably cost you a pretty penny. It's not as simple as it appears. There's still a lot of things to consider, for example:
- Researching your target market (is there even a big enough market?)
- Keyword(s) to target
- Ad copy
- Landing page optimized for conversions
I'd still recommend at least starting the Google+ Local stuff. You'll want to do it for sure anyway.
