You should ask why they or someone else didn't offer to help if they were there. Not that they have the 'responsibility' to do so, but why not right?
I've seen so many times where mainlanders pick fights with service providers in HK, because the providers don't speak mandarin, and the mandarin speakers are unwilling to learn or even work with them. Twice I have seen minibus drivers flat out kick passengers off the bus! (students both times)
But if you overhear that there's a problem, why not help?
