Yes. This is normal, or rather, what we expected. It isn't true HD nor did we expect it. It's disappointing so to say the least but at least for us, it does the job. It was simply a means of alternative television for the folks and they could care less.

We were pretty 50/50 for the same reason but ultimately, it has worked out for us. Folks get what they want and it keeps them grounded with little to no complaints. We've been using TVPad since it first came out. The whole idea of downloading HD quality shows individually was attempted but for us, it was too time consuming.
