Same thing happened me earlier today. At first the officer was going to issue a VI and tow, but then he "ran out of VI slips" he just gave me a ticket.
My tires dont even touch my fenders, still a finger gap all around.
Apparently as quoted by the officer "there must be 1 inch clearance between the tires and fenders"
