It's a private company. I've seen them use a license plate scanner and drive around the mall with it. I don't remember the name though...
Someone here mentioned that they usually do rounds at different shopping malls (ie: Surrey Central then Oakridge and then back to Surrey). Apparently if you get scanned twice, you receive a parking ticket
