Should it matter if the other player got injured? Absolutely not. A suspension should be handed out on the basis of the intention of injuring that player. It should be based on the act and not the outcome.

And if I may add, the skill and status of the player involved should have no merit on the decision. Star or scrub, victim or offender - the star quality of a player should have no influence on the outcome of a decision.
