CY didn't have to campaign about anything. Any campaigning would have been for nothing other than to try to appease the people, who don't have a say in the election.
He was Beijing's second choice, as their first choice had way too many controversies.. CY isn't without his own of course, but either way it wouldn't have made a difference. Neither man represents Hong Kong's interests in the least.
