1. Get some friends who look like this:
2. Ask them to make a "visit" to your workplace and have a "talk" with this bully.

Seriously though. If you've gone to management, and they did fuck all. You have 3 options:
-Talk to the bully head on. Be loud, be confrontational, and get your point across that this shit is going to stop. Or else you'll go to Plan B.
-Plan B: Get your paperwork together, and send a informative letter to your companies HR department. Let them know you will be filing a grievance against the company.
-Quit.
