sometimes there are. When you rent your car you can ask for a car with snowtires, usually its $5-$10/day extra (Budget car rental usually has snowies on a few cars)
I've been going back and forth to whistler for a few years now, I haven't run into a roadblock yet. I usually head up there on M+S tires (all season, not winter) and I'm fine ... i do keep chains in my trunk just in case, but to be honest I only have them so they don't tell me to turn around and GTFO
A couple years ago I made it to whistler in the middle of a snowstorm in a rental FWD Kia Rondo with shitty all seasons -- I didn't get stuck until I was pulling into my hotel
