yes should apply to your scenario.
Whenever i have items shipped by UPS, i always clear custom myself. Basically you either let UPS know in advance that you are going to clear it yourself or if the postman is at the door, u simply refuse to receive the parcel.
Then you go the UPS warehouse which is at Ferguson road in richmond, provide them with the tracking number. UPS will give you this document, and you bring it over to the custom which is near YVR (5 mins drive from UPS). And from there, they probably ask you if this is personal use or commercial goods and so on. You either get taxed or no tax. With the document stamped, then you head back to UPS and get your parcel. That's it.
