Anyone ever encounter this?
i've seen groups of people in the past in marked vests or clothing roaming mall parking lots looking into parked cars and giving out "tickets" on the windshield for stuff like "posessions left out in open" or "door unlocked", etc.. not sure if they work for icbc or not.
