Exactly. the ease of scooter operation is the main point of people riding scooter and something people never get. I own a 50cc scooter as well a 750cc. of course the big bike had way more fun on Hwy and when making turn at over 100 km/h. but it cant beat the simplicity of the scooter, just hop on, twist and go. I ride my scooter to from work most of the time during summer and the bike is my only weekend toy.
other thing to consider is the insurance rate. there's a difference on 49cc and the 125. make sure consider that when choosing a bike vs scooter.
