Three gallon is ok for Betta. Those are really hardy. Neons are not worth it in small space, they need to be in a school and usually will die without one. Minnows are pretty hardy too if you wanna try. Those ones are schooling fish too.
The good thing with minnows is that it's cheap. You could try to see if it could work in a 3 gallon. For neon tetra,s i suggest atleast 5 gallon. I've seen them work well in nano setups.
