I don't think Boeing or any aviation members thought the 748i would sell like hot cakes. From an development stand point, most of the cost was sunk into the freighter version so it made sense to spend a little more to develop a passenger version.
From a business standpoint, it offer an alternative to the A388 oppose to none.
