It should be anytime now depending on ocean temperature until end of May (that's when the larvae are laid and adults mature and die).. Shrimps have a 4 year life cycle.. also note real spotted shrimps should have at least 3.5cm main shell and at least 2.5cm tails.. any smaller it is not spotted shrimp or it is an illegal catch.
Honestly shrimp season is all year round.. I rather have them March -> April that's when the shrimps are not moulting. Having a festival is just a trick to get people excited and sell old and dying shrimps.
