The rule of nicotine as a illegal substance is only in the specifics of quantity per volume.
if you're found to carry more than 4%
per volume then health canada sees that as a narcotic and is then found to be illegal. [IE 40mg of nic per 10ml bottle]
Which then "technically" allows liquids to cross boundaries without cause and effect.
