I think you mean
"I wish the airlines were more strict about enforcing their rules on carry-on luggage" as every airline on the planet has rules governing the amount of carry-on you can take.
Most airlines allow 1 roll aboard (with dimensions published) and 1 "personal item" (laptop/briefcase/purse).
