EK Civic fuel gauge needle slow

Hi guys,

I have a 1998 Civic, it now appears that one of the previous owners had replaced the cluster with one from a 1999 Civic, I was told the reason was the fuel gauge stopped working.

Now the current gauge, it works, but it's really slow and it doesnt fall back down when the key is off. So basically it's stuck in the last position it was at before the car was shut down until it is started again.
I know that it works because I saw it go from 3/4 to 1/2, and that it moves according to the angle of the hill i am driving on.

I took the cluster apart and it seems like the needle doesnt move freely like all the other ones, because the other ones will fall back to zero on their own. Like it's sort of seized.

Is there any way to free up the needle and have it rotating at normal speed?
