Well, a couple years ago there was a scooter tuner in richmond but he closed shop and left town back to Taiwan. I think rideaway motors is still around. Vancouver marine drive area, beside MF. Google it.
As mentioned Chinese scooters are clones of something, find out what it is and from there you can find out what you can do to it. Not every scooter is modable.
