From experience, if there are rust bubbles in the wheel arches, stay away. That is, unless you like blowing $20,000 on a full restoration or can repair it all yourself. Judging from the chips on the roof, it's been resprayed already, so it could be hiding a lot of bondo and/or rust.
1970 models command a pretty penny as is, since the car is pretty much complete, I'd wager that he's trying to offload it before it's true condition becomes apparent. Judging by how intact the interior and mechanical components are, it's probably the shell that has issues.
As a comparison, the same model would sell for $16,000 all day in excellent shape.
