Rule of thumb for Steam Sales.
-Buy a game if its on Daily Deal or Flash sale or Community Choice. that is likely the cheapest it will be during the sale.
-For anything that wasn't one of the above, wait for the 2nd to last day to buy it. Waiting till the last day, you chance missing it entirely.
the last day is typically the "Encore" sales of the best sellers. last chance to grab a good deal.
-Don't buy the first thing you see EG: Tomb Raider - Daily Deal for $5. scroll down on the TR page. often there are bundles like Game Of The Year versions / Full Franchise / Season Pass packages for only a few $ more. In some cases, even cheaper than the daily deal/flash sale for the game alone.
