My bad, that was just my assumption from word of mouth/complaints and little of my own research. Now that you mention it, I do recall the setup process itself requiring 5.7GB (or a little less).
My next best guess is that the 16GB is like the old 8GB; the price difference brand new simply isn't worth it.
