or the phone was signed on a contract thru fraud and after 3 months or less the phone will be blacklisted amongst all canadian provider. The imei blacklist have nothing to do with apple they don't provide the wireless service. once your phone is blacklisted good luck getting it unlocked to sell to another country if u can no longer use it. so better apple store than buy a locked phone.
