The fact of that matter is that while you may have received totally unsatisfactory food when they offered to replace it with (hopefully) satisfactory food you chose not to take advantage of that. The service might have been shit and maybe you were in a rush to leave but keep in mind they offered to do more than they are legally obligated to.
edit: You short-changing them while paying the bill was the only actually illegal thing that took place.
