FWIW, fedex refunded me my brokerage fee. They said they would only do it once though and told me to set-up an account with them. They told me to include my account number on anything that is being shipped to Canada and if there are duties they would charge it to this account and I would save on the brokerage fee. I set-up the account but have never had to use it.
