Best hotel in Vancouver for suites probably be hotel georgia, Bentley House Car, Boutique hotel service.
Hotel Vancouver is nothing special, gold floor is okay, but other than that its meh, service is blah, I had a bad experience with their concierge messing up one of my reservations, and their house car is never available when I want a ride somewhere.
Pac Rim has a pretentious crowd, good location and decent view, the poolside suites are decent.
My Favorite luxury hotel in Vancouver is the Four Seasons, their service level is impeccable, book thru a FSPP agent (usually free service) for guaranteed upgrade, resort credit and other amenities, you will usually get welcome gifts and the front desk staff will expect your arrival and give you some extra attention when you arrive. (you will feel like a VIP).
I've never stayed at the Shangri-la so I cannot comment on that.
