I try not to use my cell phone when I am out with friends. Is kind of rude to stare at your cell phone all the time while talking to them. I mean if I want to do that I mind as well do it at home.
Few years ago I went to a speed dating event with a friend and this one girl would use her phone non stop and not showing a sign of interest to anyone. When it was my turn to talk to her the first thing I pointed out was it is very rude to not look at the person you are speaking to and only stare at your phone. I also ask does she do this to all her friends. She didn't like that comment lol.
