best way to have a hanging target angle downwards is instead of hanging the chain directly to the mounting hole, run a bolt through the front of the plate, put a not on the back of the place, then washer, chain, washer then nut. this will offset the mounting point about 1/2" back throwing of center of gravity and it'll naturally give you a downward cant
