I think the point he is trying to make is that the car being repaired in the states makes him nervous. All that a rebuild inspection does in the states is check if you use stolen parts in the rebuild, not if its fixed properly like an ICBC inspection. Either way, any concerns can be addressed in a proper PPI if anyone has interest in the car. At the price its worth a look I think.
