I read Matt Brown is in some trouble for assaulting his coach so there may be issues now with him fighting.
I suspect the UFC is trying to delay Rory from getting a title shot as long as possible but eventually they will have to give it to him. I get the feeling they only want exciting, entertaining and marketable (for Reebok) title holders and Rory does not fit the bill.
