My fiance and I wanted to set a low budget as well however with our asian family it got really big... like 10 times. But when I was looking there's a little place called the rose garden in New West where you can have your ceremony. It is outdoor and there's plenty of roses around for decor. You can also have the dinner there but I'm not sure on cost.
