With German cars, you have to pay to play whether it's at the start (high cost of entry) or used (catch-up maintenance).
The E46 M3 is "special" because it has a naturally-aspirated inline-six with a chassis and styling that are still fairly true to BMW's roots. The E46 is really the last chassis that can be maintained by a hobbyist without significant investment in special tools.
Is it a car for someone who wants an M3 just because? No. However, it's a car for someone who understands BMWs and has the time/money it requires to keep it running as one of the best cars of a generation.
