Have a bunch of relatives in Finland where education is "free" even for people from abroad. However, the entrance requirements are fucking crazy, as are the exams to even be accepted into post-secondary education that is subsidized by the govt.
a few second relatives i met while there, seemingly very intelligent people, had been studying for over a year simply to write the entry exams. Following up with them, 2/3 went to the Netherlands for school and paid out of pocket because they could not cut the entry requirements to go to school in Finland in the field they wanted.
If STRICT requirements were put in place our post-secondary system would probably be in better shape, although the demographics would probably be pretty similar, it would weed out a lot of students who barely scraped by in HS, get into post-secondary for a BA in some bullshit then whine for the next 15 years about student loans
