Potentially, but you're always best comparing like model years and trim levels. Unless you can make a case that if a '93 model is worth $A and a '97 model is worth $C, so your '95 should theoretically be worth $B. However, that's a crapshoot and there always a ton of variables. You're best off looking for the same year.
That said, unless your car had exceptionally low mileage and/or you kept immaculate records of all the maintenance, their offer seems relatively decent.
