The process is not difficult to do; it's time consuming.

Stop block all wheels touching the ground.
Release e-brake.
Jack-up your car.
Take the wheel off.
Put the car in neutral; you need the spin the rear wheel freely to test your adjustments.
Locate the e-brake adjustment hole. It is usually protected by a rubber seal:

Rotate the brake rotor, so the hole is lined up with the adjuster in the picture below:

Using a flat head screw driver, rotate the adjuster until you cannot rotate the rotor by hand.
Now, using the adjuster, release the e-brake by 4 clicks.
