Yeah Vic dumps their sewage as well, though in their defense it's dumped at depth and is supposedly carried out to the pacific which causes no significant environmental impact. It's also dumped on a daily basis, roughly 130M liters per day.
In contrast the St. Lawrence is a small river and the sewage must travel a great distance to hit the Atlantic... and there is considerable irrigation and small communities the length fo the river + they are dumping a massive quantity of 8B liters over 7 days or roughly 10x the daily Vic. sewage discharge per day.
Victoria has researched their disposal method, Montreal is just dumping cause the cost of dealing with it correctly would be significant.
Without actually looking at volume calcs I imagine a comparison between the two would be something like coffee with a drop of cream to a full blow latte with dairy content representing the sewage.
