For what you're going to be doing, you don't need much. A B85 chipset will be fine for you and I've have good experiences with ASRock motherboards.
This should all be around your $1200 budget. If you want to save a little more money, you can get the non-modular version of the Corsair 500W.
Only recommendation I would do is cough up some money for a few extra fans (Rosewill Hyperboreas from Newegg) and/or a Hyper 212 heatsink.
I can hook you up with a copy if you give me a 8GB thumb drive to install it on. If not, if you know any Computer Science students, they can probably get a copy of Windows for like <$10 through their department.
