I don't think being High Level in PVE and low in DZ will put you at a huge "disadvantage" per se.
If you farm PVE to max level (30?), you will be equipping level 30 gear. Odds are, by then, you'll be using a bunch of the Purple Rarity gear as well.
When you go into the DZ, you're still level 30, with the same gear. But your DZ level is separate. The DZ level will restrict you in terms of what DZ gear you can wear.
Of course, I could be wrong. I am just going by what it feels like. For the Beta, I only went into the DZ after getting some "decent" gear from PVE. In the DZ, I still had all my PVE gear on, while being DZ level 1.
