I'm level 26, finished the main story line missions. I went into the darkzone for the first time tonight at lvl 25 and it was pretty empty of players. That said the ones that were there were mostly lvl 29 and killing on site because there was nobody to kill them once they went rouge.
Did that for a bit, got a bunch of purple drops but after getting ganked a few times figured fuck it I'll come back when I'm 29 or 30. Leveled really quick in the DZ, 1-15 in about an hour and a half and we fucked around a bunch of that time.
One difference from the beta (it probably was because there was so few players in the instance of the DZ i was in) but there was a ridiculous amount of NPC's. You'd be fighting one group getting attacked in the back by another group and a 3rd group would come up from an ally on the side. You did not have to walk far to find a fight.
