EDIT: This has been patched and no longer works.
There's a farming method on Lincoln Tunnel that's almost the exactly the same as Russian Consulate. It's easier/faster and you get similar HE drops.
Why doesn't anyone do it? On PS4, every public game I join on Lincoln Tunnel the group does a regular run, not a farm.
