Helmets are not my field of expertise I don't know very much about standards or what goes into design/development. However IIRC the Snell 'M2015' rating is actually the highest standard when it comes to impact transfer. The main issue is that unlike 'DOT' or 'ECE 22.15' the Snell Memorial Foundation is a non-profit independent org not endorsed by any government, and therefore fewer helmet brands feel the need to have achieved Snell testing.
Might be wrong on this. Too lazy to fact check. Both are endorsed by professional racing leagues so I would probably rate Snell and ECE on the same level.
