If you're looking at Snell rated helmets (but I'd make sure it has DOT too, for legality and insurance reasons) make note that there's 3 different types. SA20xx is for car racing, S20xx is for karting, and M20xx is for motorcycling. Personally I'd never cross uses for one since the testing is supposed to be quite different.

If it meets the standard, then its passed all the testing for that standard. There's no real way to know by how much something surpasses the requirements for that standard.
