Lights are such a drop in the bucket to the overall power bill...

You're looking at years not months for your ROI.
The only ones you *might* notice a slight power bill decrease is your outside lights (if you leave them on all night) or high traffic rooms (kitchen, living room.) But yeah, very long term ROI in general.
