TwitchyZero, you don't need an "app" for that, just put it in manual and shoot at F16 for about 4 minutes or so and it should be okay. So basically, use a long long long exposure to get the water really flat. And using F16 will give you Starburst which you already seem to have done. Just needs better exposure it seems.
