I would evolve common Pokemon, Rattata Pidgey Zubat are the most common examples. Good XP, I have also found Eevee to be some what more common for what it evolves into, probably the best bang for your candy when evolving. 350-450cp should be obtainable at your level and i think will evolve a 700-900cp roughly, fun if you want to battle most regular gyms.
Also the other night there was a butterfree nearby, 460cp and I was level 15, had a red circle while trying to catch it, and it eventually ran away. Don't get why some Pokemon 600-700cp will be yellow, and yet that butterfree was red.
