Catch every single Pidgey you can get because they only take 12 Pidgey candies to evolve into Pidgeotto. I think it's the most common and easiest pokemon to catch and evolve. Combine that with a lucky egg at a triple lure location and you'll be racking up so much experience that you'll level up in no time.

I dropped a lucky egg the other night at the Stanley Park triple lure and in an hour I had jumped from level 14 to level 16, because I got double XP from evolving 20 pokemon and also catching all the ones that continually pop up.
