Not sure if i understand correctly what you said, but 2/5/10k egg have a set group of pokemon they will hatch. Location where your eggs hatch does no make a difference

It depends on your goal, but what you said is correct. So a pokemon with perfect IV is 15attack/15def/15stamina.

Snorlax BASE 0% IV so 0/0/0
180atk/180def/320stamina

Snorlax 100% IV 15/15/15
195atk/195def/335stamina

The difference between two level 30 pokemon 0% vs 100% IV(the max level a pokemon can go right now) won't make a huge difference the way the battle system is right now, unless it get changed drastically. Good dodging will make up for a lower IV %. What is very important right now is the pokemon move set.

100% IV Dragonite with steel wing and hyper beam will lose to a 60% IV Dragonite with Dragon Breathe and Dragon Claw.

You can use PokéAdvisor and it'll tell you a pretty accurate IV % for ALL your pokemon so you can see which one to keep and such. Keep in mind it's more rare for the 3 starter pokemon to have a high IV % (80%+ is consider rare) and almost impossible to find a Charizard , Blastoise or Venasaur with 60%+. You have a better chance finding a 100% IV perfect move set Dragonite then a 80%+ Blastoise. IV % will carry over with evolution.

Pokemon from hatched eggs also have a better chance at a higher IV % then Pokemon's caught in the wild.
