He's speaking of oversize pistons. When you rebuild the block it is usually treated to a bore and hone. This will increase the bore size slightly. Honda offers "OS" pistons that are 1/4 mil(81.25mm instead of the stock 81mm) bigger to compensate for that extra material that was removed. Adding to that, some may choose the JDM OS pistons which will increase compression from 10.6:1 to 11.1:1 due to higher peaked domes.
You won't need new rods but you should get new rod bolts (ARP).
