My recommendation is don't worry about giving that other driver a second chance. He is 100% at fault. I would keep a driver like that off the damn road...
If you still want to settle privately and since the damage is so minor, I would seek a fair dollar value, fix the damage yourself, and keep the rest for (lots of) beer.
